"Affordable"? NO .... costs money to maintain security and carry one of these rare cars, so are not cheap.
Some "expert" mechanic, the owners, but it takes talent, time, money (cheaper to produce than the factory, but costs more) to build and know what it comply with the requirements that are security and legal.
No, they are all very carefully, rare and expensive antique cars, new or expensive. I think the closest I for about $ 150,000 WaterCAD.
